Plan Monitoring and Evaluation to be conducted as per the M&E framework

• Plan Amendment can be of two types: Minor amendment and Major amendment.
• Local Government to seek authorization of MoWHS to initiate an amendment to an approved plan.
• Plan review needed as per SPS but need based assessment needs to be conducted because in some cases amendment may be necessary before the plan review period and in some even after the review period the plan may not need as many changes.  

Justification on the nature, scope and scale of the proposed amendment. Note: Plan Amendment process may leave out some of the stages that are not relevant.

Notes:

• As per the LG act, preparation of Urban Development and human settlement plans is a local government functions.
• Further Elaboration of the task details are to be referred from the report.
• Plans covering a large area may not follow the general timeframe with the agreement and approval by a higher authority. For higher level of plans with complex processes, planners are to assess and may not follow the timeframe given in the framework.
• Conduct of SEA for higher order plans and EIA for lower order plans recommended.
• The ideal number of public and stakeholder consultation is as per the framework and the min. consultation to be conducted is two.
• Planning Moratorium may not be imposed for higher order spatial plans.
• Plan monitoring and evaluation to be conducted as per the M&E framework.
