Inputs Required

  • Taskforce 1  to work on the task.
  • A list of existing data collection system both within and outside MoWHS.
  • National and International best practices on data management system.                                                                                                                            

Output

A Report with a list of data and their sources with recommendations to improve the data analysis and management.

Primary Data

  • Facts and figures collected.

  • Internal Data (that the MoWHS and DHS already have)
  • External Data (outside MoWHS)

Key Issues

  • High level of dependence on other agencies for Data to carry out human settlement planning resulting in delays; not-up-to date or inaccurate or incomplete information leading to re-planning or poor implement ability of plans.
  • Individualistic approach to data collection. Sorting out data for use in settlement planning is a huge task and time taking.
  • Lack of inter-agency coordination in data compilation resulting in duplication, variation, and inaccuracy of data. 
  • Lack of up-to-date inventory of Infrastructure and Data collection of underground infrastructures.
  • No data for places without separate entity such as when it is in between two Gewogs etc. Difficulty in adopting population growth trend. (NSB doesn’t have Data separately for such place eg. Taktse and Sonamthang)
  • Without Geotechnical Data esp in a place with traces of natural disaster and steep slope, it is not advisable to prepare plans or finalise the settlement plan.
  • Limited use of ICT for data collection because of which keeping data up-to-date is difficult.

Recommendations

  • Human settlement related data need to be part of census and BLSS 2017
  • MoWHS & LGs to engage in data collection and management.
  • LGs to take the task of data compilation as per the prescribed list by the DHS. This will reduce workload on DHS and let LGs take ownership of the data
  • Geo-tech studies and geo-database be made mandatory.
  • All public data related to public should be made accessible.
  • Data sharing protocol to be more accessible rather individual agency’s monopoly.
  • NSB needs to have data for areas not covered as town or chiwogs.
  • ICT-ize data collection
