Goals setting will provide the MoWHS a opportunity to articulate the main expected short-term results, medium-term outcomes and long-term impacts to be achieved by its range of plans from the National Human Settlement Strategy to specific Structural Plans

  • Review National Goals and Objectives pertaining to Human Settlement.
  • Review the human settlement planning and development procedure, principles and strategies.
  • Review proposals for development in the human settlement plan in the manner of priority.
  • Map out principles and proposals of human settlement plans that links national objectives to the local aspirations
  • Analyse and synthesize the above information into a report.

Inputs Required

  • Task force 2 to work on this. 
  • A list of national goals and objectives related to human settlement planning and development.    
  • A list of human settlement planning principles and corresponding spatial proposals
  • A list of principles and proposals which are critical and crucial to achieving the national goals and objectives, and the goals of human settlement plans   
  • Discussion and consultations among architects, planners, engineers and relevant stakeholders.                                                                                                                                                                                                                                                    

Output

A Report highlighting a clear relationship between National Goals and Objectives with the human settlement planning principles and proposals. Based on the priority they should be categorized under short-term results, medium-term outcome and short-term results.

Understanding Vision and Goals

  • Vision is the destination that one visualises and wants to achieve, but the path is unknown. This is where goals come into play. They help you to set the path for the rightful achievement of your vision, acting as milestones. (Bhattacharya 2016).
  • Goals are set as a specific target that move you towards your vision. As you write your goals make them very specific and quantifiable in some way. Goals should be written in present tense and with a clear timeframe for achieving your set goals. (Robson 2016)
  • Goals are short term, visions are not
  • Visions are limitless, goals are not
  • National vision to be achieved through goals of human settlement plans. Or vision of each human settlement plan be achieved through set of goals and the human settlement plans together would contribute to realization of the national vision of vibrant human settlements.

Understanding National Vision and Goals

  • The primary national goal is to contribute towards realization of Gross National Happiness (GNH). All policies go through GNH Screening before they are approved. Mission of agencies generally are framed toward realizing the GNH
  • Review of Settlement Planning Principles of Three Settlement Plan and their impact: Social, Economic, Environment; Socio-economic, Socio-cultural; Good Governance (Sustainable Dimensions & GNH Pillars).
  • Vision of Agencies related to Sustainable Dimensions: MoAF, MoHCA, MoEA, MoWHS, and NEC- towards realizing GNH
