• Define Planning Area Boundaries.
• Justification on the nature, scope and scale of the proposed development.
• Should look into the availability of budget and technical personnel and feasibility.
• Presentation to the relevant stakeholders such as but not limited to: MoAF; NLCS; MoHCA; MoEA.

Signing of MoU

• If the plan is to be prepared by the DHS, an MoU shall be signed between the LG and the DHS clearly
specifying the role of each agency.
